The Earthbound
When conditions on Earth became threatening to man's survival, the Enlightened Ones constructed a great floating Kingdom and all but sealed themselves away up above. The non-magical peoples they left behind - who were not expected to survive more than a few generations more - struggled through the adverse conditions successfully, and now grow in number and prosperity more than ever before.

Culture
While the Kingdom of Atlantis rules overhead, living by magic and meditation, the surviving Clans on earth maintain a more peaceful existence in balance with nature. They continue to eke out a living by becoming part of a more symbiotic relationship with Mother Earth, and without the assistance of the more "mystical" forces at their counterpart's disposal. As a result, they tend to be healthier and more robust, physically, have keener survival instincts, and are many times more spiritually in tune with the natural forces. It is rumored that living apart from their magical brethren has given the Earthbound clans a slight resistance to the elements and elemental magic (i.e., a fireball spell) but leaves them highly susceptible to charms and illusions. [note: I have no idea why I gave them magic resistance in the first draft, thanks to Kayli for catching this goof -Laris.]
Needless to say, the cultures of the Earthbound are lacking quite a few technological advancements - however, each Clan is unique and the standard of living varies from place to place. The only labor-saving machines are simple in design - the lever, the wedge, the pulley, et al. This has not prevented the people from flourishing, and Earthbound humans inhabit almost all corners of the known world. For the most part, average folk live clustered in small villages, each headed by a chief - both men and women are known to hold this leadership role (come on, it's Sailormoon! ^_-). Some Clans are even rumored to be entirely matriarchal. Artisans, metal workers (all metals are pre-steel), farmers, shepherds, and hunters are many of the common occupations. There are also a number of nomadic groups that survive through trade alone. And for the select few, there is city life, though these large establishments are few and far between. Most were established before the Atlanteans ascended into their floating Kingdom.
Historically, Earthbound people have always viewed the Atlanteans with great distrust, sometimes bordering on hatred. The Atlantean philosophy that magic, mental disciplines, and alchemy can be used to bend nature to man's will is considered outright blasphemy to some, and their hedonistic lifestyle is looked upon with distaste. Spiritual leaders of the Earthbound Clans often refer to the Kingdom in the Sky as man's ultimate arrogance, because the Atlanteans are trying to create a paradise in the mortal world. Common terms used by Earthbound people for the Atlanteans are Sky People (sometimes Sky-Devils), Magicians, Sorcerers, False Angels, and so on. All of this bitterness is not totally unfounded, as far as history between the two cultures goes. Ages ago, when Atlantis was still being constructed, Kings were known to send troops down to the surface and collect what they believed were inferior peoples to serve as slave labor. Since the original Kingdom's completion, there has never been another slave collection, but the stories passed down from that time still inspire fear in many. Atlanteans are known, from time to time, to appear on earth then disappear again, though their reasons for doing so remain a mystery.
The Senshi of Primal Forces are, by definition, Earthbound in origin. Their abilities are drawn from the Earth itself, and so they are strongest when fighting there, at their heart of power (Conflicts may take them to Atlantis, or other worlds/dimensions entirely. Hey, it could happen! ^_^;). Because of the nature of their abilities, Primal Senshi's attacks tend to be backed by more raw power than their Astral counterparts, but less accurate or controllable. This is a general assumption, though, so bear in mind that all the senshi still have very personal, individual strengths and weaknesses.
